If one is going to be caught using/doing something illegal with a radio, use the best equipment and do the job properly. Be sure to use equipment that will impress the FCC inspectors. This little beauty will go right to 27.185 by setting the decade switches at the bottom and can tune up into a set of bedsprings, a whip, or a mile of fence for an antenna. It also puts all the voice into the upper sideband and runs about a 50-60W carrier and 400W PEP. Gives it a real punch on AM. Takes more than a monkey to tune it though. (note: no illegal transmissions were made with this equipment and neither M818 nor the TXSG advocates illegal transmissions) -
I run a Imax 2000 mounted 20 ft above ground level with a cobra 29 peaked and tuned. no limiters cut or coils spread. neighbor complained to me about me bleeding into his tv. I told him about rf chokes and offered to pay for them, he did not like that ideal and called the FCC. they checked my equipment and found no issues and suggested i offer to install rf chokes in my neighbors home.. all us equipment is required to receive rf interference. it is what it is. some people can run 1000 of watts and not bleed to anything others can bleed with 3.8 watts.

Get your antenna at least 16 feet higher and all or nearly all of your trouble will vanish. Where you are at now you are putting out considerable RF into all nearby wiring. I do not see why you did not mention to the FCC that before they had been called their advise is precisely what you had tried but the neighbor refused. Sounds like they are trying to tell you to pay for the trouble when it is not really your responsibility to spend the money. In any case merely raising your antenna to a wavelength above ground (36 feet) at the feedpoint will solve things and spare you further expense as well as living with neighbors who despise you. No matter what you pay for filtering on, odds are they will buy other things down the road requiring further expense. In the end the sanest thing to do is simply stop putting out so much signal so low to the ground. A ground plane kit while a good idea will either do nothing or make it worse as long as your antenna is so low to the ground.
