Sorry if you took that to mean you, and I see now I should have worded that differently.... I was referring that the OP needs to read the manual (your link), and was specifying that the other posters answers were also in there about who it applies to.

My apologies if it didn't read that way to you... you were spot on with the link, which is why I used your post with the link in it, to reiterate it.

Thanks for that, and sorry for the confusion or poor phrasing on my part. :D

New York has the metal coil endorsement. All it is is a way to squeeze more $$$ out of you.
If you are not a NY resident, you don't need it.

I have been asked for my Alabama Certificate in the Ohio (AK Steel Middletown) if I was going to use snap binders...If I was going to use ratchet I didn't need it...also was required to show it in Alabama (duh)

I would suggest that you contact a training company like CRST Malone, Landstar, or TMC, and see if you can have their training department give you the course...if I remember correct it was a 10 - 20 question basic test (3 people failed) and wala! Signed a piece of paper that said I was certified. According to the trainer at Malone the Alabama certificate is universally accepted

You can read through the propaganda and take the test online.

They should have something you can carry in your wallet, much like your medical card so that it would not be necessary to carry the actual certificate.
