It sounds like you are trying to get you initial CDL. Right?
There is no "post 9/11" birth certificate. However, since 9/11, there is a law now on the books that you have to provide a "Certified Copy" of your birth certificate. Originals do not meet that criteria. I had to get a certified copy from my registrar's office where I was born. It has this special watermark background and has the county seal stamped into the paper itself. That is most likely what you need to get your license.

I am assuming that you heard or read about this while looking in to getting a passport. I ran in to somethong like this also, and what it amounted to, (according to my county registrar), it is now a requirement, for purposes of getting a passport, that the parents names need to be listed on the birth certificate. I thought that mine would not pass muster because of the way my parents names were listed, so I called, and was told that mine would be legal and that the intent of the law was to have the parents names listed, period. She said that some states were allowing birth certificates be issued without even listing the parents names, and this is what has been addressed in the new regulations.

I just got a passport with my original NJ birth certificate no issues.

I actually had 2 copies of my birth certificate that I had found. One was the original from the hospital with no parents names but luckily I had another one issued back in 2004 that has both my parents' names, address, etc. plus has the official seal of the Bureau of Vital Stats. It has a watermark looking background as well.
This has got to be the one you are speaking of so that is awesome news. I was confused as hell for a little while there. I feel much better now.

[h=2]President Bush Signs Public Law 108-458, the Intelligence Reform and Terrorism Prevention Act of 2004[/h]On December 17, 2004, President Bush signed into law S. 2845, the Intelligence Reform and Terrorism Prevention Act of 2004 (Public Law 108-458). On December 7, 2004, the House of Representatives passed S. 2845 by a vote of 336 to 75. The Senate passed S. 2845 by a vote of 89-2 on December 8, 2004. The law provides for reform of the intelligence community, terrorism prevention and prosecution, border security, and international cooperation and coordination.
Included in the legislation are the following provisions of interest to SSA:
[h=2]Section 7211. Minimum Standards for Birth Certificates[/h]
- Requires the Secretary of Health and Human Services (HHS), in consultation with Department of Homeland Security (DHS) and the Commissioner of Social Security and others, to promulgate regulations establishing minimum standards for birth certificates. These regulations must be promulgated within one year of the date of enactment. The standards shall include, among other things, a requirement for proof and verification of identity as a condition of issuance of a birth certificate.
- Beginning 2 years after promulgation of these regulations, Federal agencies will be prohibited from accepting, for any official purpose, a birth certificate that does not conform to the new standards.
- Requires States to certify to HHS that they are in compliance with these requirements. HHS, with the concurrence of DHS and the Commissioner of Social Security, may prescribe regulations establishing the frequency and manner of such certifications.
- Requires the Secretary of HHS, in coordination with SSA and others, to award grants to States to assist them in computerizing their birth and death records, to develop the capability to match birth and death records within and among States, and to note the fact of death on birth certificates of deceased persons. Also, establishes a formula for allocating the grant funds.

When i renewed my CDL last year in Fla--they just asked for my birth certificate along w/couple of other doc's--and I can assure you--MINE--was issued a day or two BEFORE--9/11! LOL

Yeah most states use the 6 point plan for ID. Passport equals 6. A drivers license is 3 and a SS card would be 3 or a birth certificate would be 3.

When I got my passport earlier this year my original birth cert. was missing the raised seal on the bottom. It is old and I guess over time and the way it was folded, it fell off and was lost. I had to get a new one that had the raised seal on it. That's about all I can think of, mine is also from Jersey.
