From what I can figure, OOR is not figured on mileage from navigo to odometer or workflow. I intentionally run OOR through PA and some other areas to avoid the small towns and stop and go and other stuff and my OOR is only at 1.5%. I have a feeling the OOR is fiugred on driving the truck while not logged into Drive duty. Let's say you are running low on hours and need to try and squeeze as many miles as possible so you stopp, just to OFF Duty like while sitting in a stoppage on the highway for a wreck. If you creep several miles while logged in as OFF Duty and such is where the OOR mileage is coming from. Although I'm not 100% for sure but this is where it would appear to come from because I drive OOR from the Navigo alot.

I think oor is calculated based on what the billable miles is (what they are charging the customer) vs. the actual miles you run. That's why if you stay on navigo most or all of the time like I do, you end up with negative oor miles. Which logically leads to the question of if the company actually knows within +/- 2% of the distance between point A and B, why do the insist on paying HHG miles?
Everyone talks about driver retention, but few actually want to do the most basic thing.....be honest and pay people for what they do.....simple as that. -
Driven miles compared to routed (not paid) miles is how it used to be.

As for why they can pay HHG, well we sign the papers saying thats what we agree to, dont we?
It really amounts to greed.
