First let me say that I do not have the growth plan. Only snippets.
Funny you should mention washes. We recently sold our Houston wash to Quala. It's still on the property of course but they own it. We still have the one in Reserve, La. I rarely have a problem getting a clean tank though. If my tank is still dirty I just call in and get a new one assigned.
I am still up in the air on this Houston deal though. See they put a fence right through the middle of the terminal here and I guess they are going to eventually bring in other companies. I don't see how that is going to work though because the wash is always busy with our tanks. Now the forced reorganization of the yard has been a positive. More room and less chaotic. We have contracts with washes all over the country. I have been to more washes than I can remember and still go to new ones routinely. Some washes seem to be proxy terminals for us with many drivers parking there to take hometime.

Does either company pay for time spent at a tank wash? Say that you can't grab a clean trailer, and it's a multi hour wait to get washed ..........?

Waiting on a wash is virtually non existent though. I have only had it once and that was a loaded trailer that had had a leak around the dome and we needed to get cleaned up.
