One can drive steady for 8 hours. ON the eighth hour a driver must log off-duty for 30 minutes.

That's nothing new. Everything counts against the 14 already.

Doesn't have anything to do with 11 hours of driving. One must take a 30-minute break at least once every eight hours of SERVICE, drive time or not.

I do elogs and I was told by my companies safety dept that I have to stay On duty-not driving for the first 15 minutes while sitting at a dock then I can change to sleeper till I pull away. And most times I’m at a dock for an hour or more.

Some of us work schedules where this never affected us until now. For example, I'm home daily/nightly (depending on where I go each day) MOST of the time but I do go out of state and run regional here and there. As with most trips I usually start before 5 a.m. Now I have to make certain I have two consecutive days where I don't start before 5 a.m.

Incorrect. You can be on line 4 for as long as you want.
