Our company in Texas has just bought a new hazmat service truck from Arizona. The vehicle will have no hazmat material in the tanks. We are wanting to drive the hazmat truck back. However, I have a question. Does the driver have to have hazmat placards and a hazmat endorsement even if no material is in the hazmat vehicle?

If you aren't hauling a hazardous material then you don't need either. As long as the tank has been washed since it's last load.
