It's crap. Seriously. I used to work as a bike mechanic and as a bike messenger. I know from bikes, and that one is crap. DO NOT BUY IT. Basement, absolute bottom dollar for anything decent, that will last without unending maintenance and won't fall apart on you in 8 months, is about $500. Go to a bike shop, not a chain bike shop, but a good local one, and spend the coin. You'll be glad you did in the long run.
I'm a pretty dedicated cyclist. And yes, I carry a bike behind the cab. I don't worry about grime because I take care of my stuff and wiping the bike down is part of normal maintenance. In the winter, I clean the chain just about every day, and in rainy weather, I hit the chain with some WD-40 then wipe it down, but that's really all the out-of-the-ordinary maintenance it needs. If it's particularly grimy I wipe down the rims so the brakes will actually grab when I need them to.
My solution is bungees, and a lot of them. I like the bus rack solution, but haven't done any research on how to go about obtaining one. I like the tarp-bag solution, but it seems like a solution in search of a problem. So I hang the thing with bungees. On the '07 Freightliner I had, I bungeed it front wheel up and seat hard against the DS wing. On the '13 International, it was front wheel OFF, rear wheel up, pretty much in the middle of the cab. Couldn't tell you what will work on your tractor with your bike, except enough bungees will definintely solve your problem~

I use to carry a mountain bike, I took off front wheel which had a quick release and always kept it on the top bunk in my truck. Now I was an enthusiast so the bike I had was expensive and another reason I kept it inside the truck. It wasn't hard to do at all.

UPDATE: having the folding bike with me has been a great choice. After driving all day and feeling wired a quick ride works wonders. And whilst doing a 34 restart it sure beats 3 episodes of whatever is on TV in the drivers lounge....
