Here in Southern California the right lane is so beat up it feels like I am off road when I run the right lane.

Last week I made a trip on the bike from Fort Worth to the Alamo and back. Friday morning down, Sat. night back. Trucks in the far lane were a definite minority, less than 25%, I'd guess. Even out in the 75 mph zones with no one else for a 1/2 mile either way, these slow idiots are cruising down the center lane at 65 or less. A bunch of no-driving road hazards.
And to which ever idiot ^up there^ talking about the Smith system: it is all about minimizing your risk and exposure. And unless there is incoming traffic, the right lane is the best choice because you have both reduced your exposure and workload. (That of course, assumes the right mirror is actually used while in the center lane, an uncommon thing in my travels.)
