Went threw the same thing awhile back and ended up the fan hub needed a major kit put in it. Front seal was leaking air internaly and when it was taken apart it needed bearings.

Will that allow the fan to free wheel for a second or two when you first start the engine and also when you shut it down?

Yes but only for a few seconds.

if it does it for a few seconds,then it is the high side a/c pressure switch.

The harness that hooks into the high pressure switch itself could be bad possibly a poor connection. It's just a short jumper harness I think they cost about $80 roughly.

Try tightening a zip tie around the connection while it's plugged in, don't over-do it and destroy anything, just snug to see if that helps it make a good enough connection to stop the fan.
