I understand where you are going with the company policy and will run with that but according to the dot fmcsa 395.1 interpretations webpage you dnt have to be on duty to be paid and can also be on call off duty and get paid..
can employer force me to log onduty when im offduty

If your "off-duty" then you can't apply for workers comp if needed, I'm just sayin.....

but you have not been released by the company, which I think in this case you would need to be. You have been directed to wait a such and such location til next round of fueling.

It sounds like you are a local driver? Do you stay in a 100 mile circle? If you are all hours go on line 4 driving or not.
When does your day start and end? Do you have weekends off where you automatically reset? Why are you pressed for hours?
I guess what I'm getting at your hours aren't much an issue and you all are arguing over a line?
The catcher is you must have the liberty to do what you want as in leave the site, go to Walmart, etc. Do you have that liberty?
Otherwise the employer calls the shots and you must comply with what they say. If they say you are on duty you are on duty. If they say jump you say how high?

So far havent been enlightened on anything i didnt already know and am now confident i am more aware of hos than most..like i said last night google "fmcsa 395.1 interpretations".. might enlighten some people on hos rules

You can be off duty and not have the ability to leave the site or facility you are located at...i could leave if i wanted to but it would be pointless anyway...kind of like stopping at a truck stop in middle of know where-have the ability to leave if you wish too but nowhere to go
