I meant a flatbed wrecker that you haul cars on but we didn't haul cars we hauled portable storage buildings on it

I would err on the side of caution and give the ten year report. As far as I know, you were still regulated under CFR49, and it's still a DOT safety sensitive job function.

I believe it did but I'm not 100 percent sure on that I will check in the next few days I hope it didn't tho because on the apps I have filled out I put down I haven't drove a cmv but I have explained on the apps that I drove a flatbed wrecker but wasn't required to have a cdl also

As far as the trucking companies, they will not conside it experience, as far as rating, yes it was commerical, not heavy duty. You should have had a commerical class c license. but since its history it really does not count since you were not licensed.

CMV or not, it's still a commercial vehicle. He was still subject to CFR 49, he could still be pulled and inspected by the DOT, etc. CMV.. I don't know for sure that the CDL requirement is essential to the term "CMV" as opposed to "commercial vehicle", but that's how it seems to be applied.
As for the Class C CDL, it's not bad to have, but only necessity if you're transporting a quantity of hazmat requiring placards to be displayed or a bus designed to transport more than 15 persons (including the driver).
