Is it true that hay is the only load allowed to be over dimensional even though it is divisible?

There are some exceptions. We used to haul windmill blades in in a big cage containing 3 blades. But some of the states decided they didn't want a long load to also be a wide load, if divisable. -
Those were the ones from overseas in shipping racks. I remember when Ok. finally saw no humor in that...
