Technically not on duty. This is volunteer activity and not a paid activity. See bottom of page 8 of this guide from the FMCSA regarding HOS regulations....

If you are not doing any work (paid or unpaid) for a motor carrier, and you are not doing any paid work for anyone else, you may record the time as off-duty time.

Was talking to a driver friend of mine about this petition... and his opinion is that this petition is worthless... even if 100 thousand people signed... Because this government is pretty much determined on what THEY want to do and they don't give a crap about what the people, or the drivers think or say... Remember those "FMCSA listening sessions"? What a freaking joke... and the joke was on us...
So... unless people in this country are more united, more assertive, aggressive, loud and active on their demands, the "regime" will continue doing whatever they want... And screw us!! -
The petition is pretty much a waste of time. The FMCSA follows the dictates of the Administration in office at the time, and no petition is going to change the direction an Administration wants to go. It is only legislation from Congress that can force them to change what they are up to. That is why I have always advocated that folks write, write, write, and call, call, call their elected reps and senators and stop wasting time on feel good things like petitions. It just makes people feel good that they are doing something and allows them to proclaim to everyone that they are not sitting on the sidelines. But how many of those same folks will take a couple of minutes out of a day and call their rep and two senators on these issues. Probably only a very small fraction of those that sign petitions.
It really is sooooo easy to fire off a quick email to your hired help or make a quick call to their offices. It may not get you what you want, but it will make a bigger dent than any petition ever could. And if most people would fire off those emails and make those calls, it might be rather surprising how things might be different. Just the other day, I fired off an email to my State Senator regarding an issue (not related to trucking), and he put an amendment into an existing bill up for a vote that addressed my concerns. I am just one idiot out here in the cheap seats, and I got action on an issue. If we all would do our bellyaching at the yahoos in congress and quit wasting time doing it at each other, we might actually get something done!SheepDog, Joetro, mattbnr and 1 other person Thank this. -
i'm starting to think with the other posters.
anne ferrow wants us all doing 55 governed, cams in our face, and that electronic gizmo. by end of 2016,
personal conveyance will no longer be allowed.
basically, the industry that we once knew and loved. will no longer exist. in 2 years, it'll be the most worthless industry. no one will want this job. ( sort of speaking)SheepDog Thanks this. -

Because we all know that E-Logs and cattle hauling will work great! Well, times up! Park that trailer loaded full of cattle for 10 hours! They need a 10 hour break with no food or water.
Whats next, sleep apnea testing for the cattle to? Ann Ferro needs to think, well, we know that won't happen, one size will not fit all! This mandate will cause waaayy more problems then it will every solve. But i'am sure more regulation on top of this will always help. -

If we, as a nation, don't turn back to Jesus Christ, and follow his statutes and laws elogs will be the least of our worries. Repent and be baptized in the name of Jesus Christ for the remission of sins and gift of the Holy Spirit. Today is the day of salvation.
