transam allows us to use safe haven under those cicumstances right or wrong as it may be
if leaving a reciever empty we can pc off duty before we accept another load assignment

i think is 1 hour over your 14 hours but then again they will ask you why did you not plan your trip better knowing that they will be bad weather ahead of you?....dot loves to act like a lawyers in a court room

I'm jumping into this thread a little late but, I have a lot of experience with "safe haven" driving. After talking to DOT on multiple occasions about it, this is what I found out. DOT calls it "unforeseen" situations. What is unforeseen? DOT can not seem to answer what is, only answer what is NOT. Weather, construction, traffic, loading or unloading delays, ect ect, are all NOT a legal reason to use safe haven. Now, apparently, the reason DOT can not answer exactly what is, is because it is for things that do not happen and may never happen. TwoDOT officers I spoke with said they would doubt if they ever ran across a driver that used it for a legal reason.
