They just announced it the first of this month via the e-mail updates. My DOT doc mentioned they had been getting pushed to certify starting two years ago, prior to the system going live.

Surprised it took this long. FAA has a streamlined, electronic process with medical certification. I guess FMCSA had to re-invent the wheel, yet again.
At my last DOT physical, my doctor mentioned her office had been seeing a sharp ramp up in check calls from officers doing inspections. They are asking for her office address to validate the same on the card, and that she issued the medical cert being examined. It's a fraud check.
How do the stay in business?!?

You know. Kind of like the clips of a burned out hull of a mini van with a semi stuck in the side of it, with the caption suggesting the driver was clearly fatigued since he was 15 minutes past due for his 30 minute break.
I don't have a collection of tinfoil hats to speak of, but every time (in any industry) that safety gets paraded out in the name of some new regulation (never a law, those things have to be voted on. a regulation is a mandate and requires no due process) there are unintended consequences. Funny thing is, those consequences go both ways.
Like this winter. LPG haulers exempted from HOS. Whiskey Tango Foxtrot? We go through all the gyrations with HOS to preclude fatigued driving. Then, since we need more gas, they give that sector a waiver. A sector that also happens to haul a dangerous, explosive product in addition to doing so on an 80,000 lb sled of death awaiting. So what's funny about that? No highway carnage resulted with all those probably sleepy LPG haulers driving around the clock. Now, there are some accidents where being tired was a contributing factor, but personally I think inexperience and risk taking are the two leading causes, with the "I was tired" excuse being the one of choice when the inexperienced risk taker is forced to face the music and give an account of what happened.

Fewer hrs driven by each driver equals:
1. More drivers required = more income tax revenue (and sales tax)
2. More trucks required = more sales tax revenue, IRP plate revenue
3. More fuel burned while idling = more fuel tax revenue
