The FMSCA has to talk to congress. They can only do what they are authorized to do... even if they have written a report on ranking drivers, they are NOT authorized to do it... they currently are NOT even authorized to use CSA scores to determine a carriers ranking, only an audit can do that. The CSA score can trigger an audit.
Yes they are TWO different proposed systems...

i am saying that our CSA and other rules and regulations are tyrannnical. i am not saying we dont need rules
so for me, telling me that i should rest before driving is advisable, but dictating how much rest i need is tryannical
i am sure most people can function after 6hrs sleep, though they may not be completely rested, so MANDATE 6hrs. thats fine
and if you need 10, then take ten, but anyone telling me that i must not work for 10 hours is tyranny -
