That depends entirely on your state's DMV. Personally, I'd get the CDL first, then add the endorsement. The background checks take time.

edit : ps .however you can get a tanker and double and triple endorsements while taking your permit .Last edited: Jun 2, 2014

If you get the background check taken care of before the license then you can have it added at the same time you get the license, assuming you pass the test for it. Its the background check that causes the delays.

There are local companies who haul hazmat, so that wont be a problem. All gas tankers (local and OTR) are hazmat. Paint Companies are also hazmat, chemical companies, theres a lot of them who run local. I agree with BBP, if you get your background check over with before you get your CDL, you can just get it added when you get your cdl. You will have to take a written test when you get it added, and everytime you renew it. Your license bureau will tell you what to do to get the background check started. I think you have to fill out a form from them and they will notify you by mail when you are approved. Naturally theres a fee, cant remember what mine was? It probably varies from state to state anyway.

There might be a lot of local hazmat jobs, but the question is,do they require exp?Don't know of any local companies here that hires new drivers. They all require a yrs exp.But you may have better luck in the West Memphis area.I got my hazmat and CDL at the same time.I would suggest while your going to school start looking at the jobs first then focus of your Hazmat endorsement. If u cant find any local hazmat companies that train you'll have to go thru training and then get your exp with an OTR company.
