NO-one is as bad as England, not even close. But before you attempt to jump ship, try to make sure you jump UPward the greatest distance.
This is a double edged sword,, it's best if you "could" stick it out until you have 1 full year (total, PAM included), but IF werner is going to choke you out financially for the next 5 months, that leaves you no choice. Not good to have 3 jobs per year, but I do sympathize with your situ, and you gotta do what you gotta do, at times.

What's your "vibes" on getting the truck running reliably? If they do finally get it roadworthy (not sure why it's down, again) then once you get back on some runs, it at least buys you time to look elsewhere. It's impossible to say if you're going thru a 2 week 'storm' with this breakdown, or if the 'storm' will soon pass, in that regard.

I was only in a similar situation in January. No paycheck after December 21. I had to walk out 01/19 and take another drug test to get 1/2 of what I was owed.

 

Werner is where I got my start just kept my nose clean for a year of experience and was gone. Only thing I could suggest is to try to get on some kind of dedicated it helped me when I was there. Best of luck to you sir.
