If the file size was too big, that doesn't have anything to do with the physical dimension size of the photo/image,
but rather the size in megabytes that the image is.
In other words, simple resizing with an image editor often only reduces the dimensions of the image, but not necessarily the bytes (file) size of the image.
Your image editing program would also have to have compression capabilities, which many do, tho it's another setting besides typical 'resizing'.
