Is there really a provision in the Fed Regs that drivers must speak and read English?

actually, that last 3 or 4 times, i've been to the local Lowe's, the hot dog vendor has not had any kraut. it's really about the only time i have it, when i buy them from the hot dog karts.
i used to buy "canned kraut", but...(to quote you).....YECH..... -

I believe it is a rule to speak and read english.. and if it is... it is neglected.. the ability to speak English pertains to, can you answer: what color is the sky? BLUE here's your cdl sir..

Around here (New Mexico) it's hardly, if ever, enforced. I've been stopped at some of the roadside inspection stations and portable scale houses and have seen and heard Motor Trans. Police officers talking to drivers in Spanish. Happens quite frequently.....
