i believe the Moffit comes under a hydraulics certification. i say this because i had a job with Lowe's and i was supposed to be hydraulics certified. but i had left before any certification process could even start.

best check with the dept of labor in Mass. i think thier website can direct you to certifications.

i do not believe the cops/troopers can do anything to you, if the Moffitt is still on the truck. once it hits the ground, all bets are off. especially at a construction site.

i stand corrected, it is a hoisting license.

    #3 here.

page 4 here, under hoisting....(same as above).

If it is on the truck then you are merely transporting a piece of equipment, a LEO can do nothing due to the simple fact that the Moffet is mounted to the truck, as long as it is properly secured of course.

each state as you know is different. here i would have needed a hoisting license, not an ordinary forklift certificate.

That's the best answer, plus your probably only using the machine on private property.

This is the first I've heard of this.
Is this a relatively new thing?

Same as my old local company we were certified for forklift. With that I was able to use our lifts that were attached to the rear of the trailer. As long as we were company certified that means we were insured.

I do believe that some states do, in fact, I think Utah is one of them. OTOH, I've never heard of anybody getting in trouble for not having a fork lift license. I can't count the number of forks I've driven over the years, and never had an actual piece of paper saying it was a "license." My last job, our safety director told me that as long as I had completed the "training," in other words, watched some videos, that I was "licensed."
