My mother's dog does that...she stops in the wintertime. For her, she's extra allergic to fleas. Benadryl worked well, but you could try rubbing food grade diatomateous earth on his coat and see if that helps.

Food grade is required...it's fine and pure enough to not affect your dog adversely, but has a lethal effect on fleas and external parasites. ...basically, diatomaceous earth is a very fine, natural, glass-like powder. When fleas and other insects crawl over it, it cuts through the small openings in their hard exoskeleton and essentially they bleed out.

You can also use it in a garden to keep insect pests away!

Well, got over 10,000 "thanks" now...don't know whether to feel like I'm part of the "big boy club"...or should be checking into some type of 12 Step Program??
