in response to vito, I would do an initial consultation with PA dept of labor and file a dispute. They can not neglect the dept of labor. I've done it before and response time was >2 weeks

Yes, they tax "fuel bonus" the same as they tax a gratuitous "Christmas bonus" Because the IRS says they have to. What's your point? -
by IRS tax code bonus are taxable..... so tell me how they are doing wrong by taxing them.....?

Huh? Maybe you misunderstood my point or I was not clear with my point.
My point was just because a pay item is taxable, does not mean the the employer is REQUIRED to PAY said pay item if the employer has chosen to quit prior to it's payment.
