X% means for every 100 feet you travel, you drop X feet down. Doesn't sound like a lot but the more weight you have the steeper it feels ...

they all have their own character, needless to say, procced with caution until you get to know it. that's if you're on it enough, I might think one hill is no problem while another doesn't and vice-versa.
some hills will only allow slow. -
To expand on what dca said ... they are different in each direction. .. you might learn very well what i-80 looks like going east over Donner but west is a different story ... There are many like this. Another one that comes to mind is 84 east in Oregon. Cabbage? Eastbound is a heck of a climb and not too bad descent. Going west do not let the downhill catch you off guard. Especially in winter. Then some are steep both ways ... example homestake on i90..
