I will have them on because the fog lamp position on the Volvo headlamp switch also runs the driving lights which I like to turn on when I use the high beams. When I switch to low, it switches to fog lamps.. The European Volvo truck light switch has the fog lamps as a pull on/push off of the whole switch and the 4th position that the US switch uses for fog and driving is just driving in Europe. I wish the US switch worked like that.

I always drive with the fogs on at night, no matter the weather.
The low beams on this Volvo are so bad that I need the extra coverage.

If they're clouded, spend a few bucks on a headlamp restoration kit. Or find those guys at the Pilot in Avalon, AZ who do a great job for $30.

On our older Volvos (VNM's), I run the fogs because the stock headlights have a pronounced hole close to the truck. Further away they're fine. Our newer VNL's, I save them for bad weather. We only have the fogs, no driving lights (more's the pity, I like to throw as much light as I can, if there's nobody ahead of me).

The driving lights don't knock your socks off like a set of KC Hilights on a roll bar would but they do add some range as they're more of a pencil beam than anything else.

Clues in the name. They are great in poor visibility at slow speeds so you can follow the fog line.
The individuals who use them over 30 mph aren't too smart, all you are doing is messing up the night vision of the approaching vehicles.
If you really believe that you will be able to avoid anything you need fog lights on to see, you already hit it.

My two cents:
The proper location for fog lights is as low as possible and as far out as possible. Their purpose is to reflect off the solid white line on the right and the lane divider lines on the left. They do not cut through the fog. If the lights are in any other location or used not in foggy conditions are strictly for show. If you have more powerful auxiliary driving lights, they should be dimmed for oncoming traffic just like high beams.
