You know that for a fact, do you? Care to back that up with a code section? If you aren't driving you are under no obligation to carry ID in America, nor do you have to present it upon request. Some states don't even require you to identify yourself verbally, although the supreme Court has ruled that states may require that.

If I'm not driving, I don't carry ID. No legal reason to. The only people required to carry ID are those who are operating a motor vehicle (driver's license required), carrying a weapon (carry permit required), or foreign citizens (passport, green card, etc.). If you are a US citizen, you are not required to carry identification as you walk down the sidewalk or ride as a passenger in a car. If asked, you may be required in certain jurisdictions to provide your name and date of birth, but that can be given verbally. You are under NO legal obligation to carry identification unless participating in a restricted activity where licenses or permits are required.

My truck is my truck, with my authority, and my insurance. I don't need anything to take whoever I want with me for a ride. I recently renewed my insurance and while they had a million questions a list of authorized passengers wasn't one of them.
