As far as the CB goes, I was referring to the 4 wheelers who don't have one, so they have no way of knowing.
As for taking a long time to pass another truck, I've stated my point and what I do. I slow down. I can recount a few times driving for Roehl, where it literally took at least 10 miles to pass. The only reason why is because in the end, I was still faster than the other guy. If I have a delivery to make by a certain time, and I keep catching up to the other truck, then for all intents and purposes, I should be allowed to get pass.
The stupid part here is that we're all on the same team. We all have a job to do while out on the road. Don't be a pretentious a hole, and not have the attitude of, "well you're the one who wants to pass, that's all on you here". True, it is, but a little help would be much appreciated when we have a handicap. We can't all drive a stretched and lowered Peterbilt with no governor on it. Besides, would killing the cruise really make you that much later to your appointment? Like, really? You're gonna hold your spot in that right lane because what, you've earned it?
If you're limited, slow down to let another truck that's close to your same speed limit by, they're hanging out there in the left lane for a reason, causing angers and problems behind him because obviously he thinks he's faster than you, and ya know what...if you would pay attention out your mirror for a little while, you'd be able to notice that too. Kill the cruise and let him by. Help everyone out.

Problem is, as other posters mentioned they simply don't care. You are an obstruction, and thereby an annoyance, that needs to dealt with and forgotten about until they reach the next "obstruction".
So yes, as you mentioned it IS "all on you here". It is entirely your responsibility to either finish it in a timely fashion if you start it, or slow down and resume your position. Being governed at 68 in my own truck, I've had it work out that way myself while passing someone who at that time WAS going slower but then decided they simply can't tolerate being passed by a "freight hauler". Rude, but you forget about it and move on with your day. That's life. -

The OP brings up a valid point, We see many trucks with messages on the back. "We drive with our lights on for safety" "It's a child not a choice" "John 3:16" "Now hiring company drivers and O/O" "Our most important asset 75 feet ahead" Why don't some of these companies put on a sign "Vehicle will not exceed 65 MPH"

It is somewhat problematic though to put it on the drivers' side window, possibly causing issues with the law. -
Going downhill, it just might exceed 65 mph. I see limited speed declarations on work vehicles like vans and some cars. Not on big trucks.
