State specific type of question here from a Newbie.
So, here in Massachusetts, the CDL tests have (recently or not - who really knows when it even started), been given by the State Police/Troopers. And let me tell you, this is NOT a pretty sight. My first week in the "field", learning these maneuvers, and a classmate observes a trooper giving a test in the next lot over to us. He asks our Instructor if he can just watch from just nearby. Instructor says "sure, no problem. Go check it out. Just stay far enough back". We have been encouraged to observe the tests of others to see just how it is done, what they want, and how they want it. Bad idea for my fellow classmate. Not 5 minutes later does he come walking back over to use with his tail between his legs and looking like he had seen a ghost. When asked what the Trooper had said to him, it was along the lines of "...Don't you think you should be over there learning with your other students and your instructor rather than over here watching this test and watching me!?".
. We were all floored. Now, of course, all 5 of us in our class know that there are some hard ##### out there sure, but this particular one that was pointed out to us by the Instructor afterwards confirmed everything that we have laid out in front of us: The test will be hard. They are going to make it hard for us. And they are going to make it hard for us on purpose. As in - No Mercy. We will probably fail our first time. If not for saying the wrong word, it will be for saying too much, or too little, or not having our shirt tucked in. It will be something. Or not using three points of contact getting in and out of the truck. Statistical example that we were given: A class of 6 students? Only 3 will pass their first time
. Instructor says that in turn will look bad on them for not preparing us enough. Now, I do not want to ##### because I am totally committed to learning all of it in, and working hard, and studying when I am not in the field on my own time, but this does seem like a little bit of overkill. In addition to that, I just do not think that 4 weeks in the "field" is enough time to learn both offsets, both parallels, alley dock, and straight back + a 9 page Pre-trip inspection + the air brake test. And, oh let us not forget that you need to learn to shift up and down from 1-10 smoothly and correctly or else? Yep, you guessed it. Your are failing. It does not help any one of us that we have had 4 different Instructors, on 4 different days, instructing us 4 different ways to perform the Air Brake test. Shameful.
Ramble aside, I am curious if the State Police give the CDL tests out in other states, or is it done by the DOT, or a rep from the DOT, just like it was when I got my Class B in 2001?

In jersey it's the state. But it varies from one testing center to another. In one city it's notoriously tough- but another one its easy.
Well, that's how it was when I tested all those years ago. I heard that they made the testing criteria the same at all testing centers- AND they made it MUCH tougher. That's a good thing. I couldn't drive for crap when I took my test and I passed the first shot. Lol.Last edited: Aug 6, 2016

Here in Pennsylvania the written test is administered by the Department of Transportation at one of the State run driver license centers. The pre-trip, skills, and on road portion of the test can be administered by either the DOT or a private third party examiner. The third party testers are usually trucking or bus companies that train their own drivers, but to be part of the third party program they must also test outside individuals. There is a hefty charge for the third party test, no charge (other than the permit fee) if the State DOT does the testing. Back in 92-95 when I was a PA third party examiner we charged $150 pass or fail, cash upfront for the test, plus rental fees for our truck/bus if you did not have one. We got mostly self taught people looking to get their cdl without the hassle and expense of schools so they would pay us the test and rental fee ($300 for 1 hour of practice before the test and the test).
Many other States use the third party system as well, but it varies on who can be a third party tester. Some States only allow accredited schools to be 3rd party while others prohibit schools from testing students they have trained. Other States only allow the police or State DMV workers to give the test.Dave_in_AZ Thanks this. -
In Louisiana, the state contracts with individuals who give the tests.
I am assuming that an individual has to go through some sort of training then, take a test administered by the state. At that point they go on a list of certified individuals who can give the test.
Once a potential new driver passes his written test at the DMV, he is given this list of individuals who give these driving tests. You chose which one you want to go to & pay him like $75 to give you the driving portion of the test. I would say there are maybe 6 - 10 certified people in my rural northeast La area who can give the test.
The above info is based on my experience when I took my driving test for a class A (from a class B) in 2005. My test consisted of a route about 25 miles long. They use cones etc for backing etc. The entire pre-trip & driving test takes about an hour & a half.Last edited: Aug 6, 2016

Arizona is done by DPS as well. DOT DPS.
AZ,PA,IN,UT,CA are the five toughest. They really should add a blindfold for a state like MA to make it more even.
If you hold a CDL in one of those 5 states, you can go to any other state, walk in, and get a CDL. If you come from any of the other 45, say someone from MA moving to one of those five states, you take the entire test over again. The entire test, just like you never had a CDL.

In Texas the DPS -
UT seemed pretty easy. Of course, I had no point of comparison either. -
In SC there are 3 DMV offices that can. Mostly it is 3rd party testers from certain DOT approved program.

In Arkansas, the state police have designated locations where they can give the test, and there are also authorized third parties that do it (such as Roadmaster).
