Only thing I can think of is maybe its some rust powder from a seized up or failed release bearing that got thrown around the bell housing and clutch assembly.

There will be clutch dust inside the bellhousing I agree. Ceramic discs...okay...hard pedal..I dunno...but it sounds like it's got a come out
    Good luck.

Have them inspect the linkage before you go pulling the whole tranny out to do a clutch job.

    Mine was a simple half-hour $20 fix

There is a reservoir on the firewall for the brake fluid (DOT3) that is used for the clutch. Is it full to the proper level?

Volvos have hydraulically activated clutches, they use brake fluid instead of hydraulic oil.

It is in the shop right now ..they did not open anything but suspect that some fork broke and got stuck

The only recommended brake fluid for a Volvo Truck Hydraulic Clutch is DOT 4.

I had an '06 and that was the spec at the time, I'm sure it has advanced since then.
