I transferred my cdl from another state back to PA with ease. Only a piece of paperwork, money and done

Same. Got my first one in Indiana where they sent me to school. I dunno if I'd say it was easy, I mean I spent 4 weeks at that school in July sweating my nads off, but just demonstrated was I was taught. The actual drive test was pretty long I thought.

I didn't make it. It's what the dude in Indiana told us. I ask when I moved to Arizona at the ADOT office after I had my license in hand, and the lady told me the same thing, that was 11 years ago, maybe more have joined that group. Made sense to me later on, as most of the mega's have their schools in one of those 5 states.

Third party examiners give exactly the same test as the state examiners, we have to, and we can't cut you any slack since we routinely get audited by the state, meaning if we screw up we lose our certification to give the tests and possibly face heavy fines. Only difference with a third party examiner is they actually hold a cdl and have to be able to pass the test with a perfect score for certification/recertification, at least we did in Pennsylvania.
