It's deffenately brake sensor I got same prob. The thing is it will not work if it out of adjustments so basically if you switch on the ignition and a sensor alread not in right position for the computer you can move it up and down it will not work so what you need to do take off the plastic under the steering column take a 10 millimeter wrench you will see little gray switch it will be mounted on the black metal bracket it has to bolts 10 millimeters.so adjusted you will understand how to do it when you get there good luck

I chased that problem for months. Drove me nuts. Changed everything....clutch spring, clutch and brake switch, signal stick, throttle pedal....still didn't fix it. But then i tried the grounds.....put new ground wire from motor to frame and bingo!!!! Cruise works perfect. Cost me under $20 bucks. Cleaned the studs where the ground wire goes as well. Check your grounds.....might be an easy fix and a cheap fix. Start there

I doubt if that was the problem. You would have much more serious problems then the cruise not working.

Over a year later and cruise control working with NO issues. Volvo's are electrical nightmare's....they need a good ground. When they get painted from new, corrosion starts and your ground suffers and the electrical problems start. Many people over look the grounds. It's a simple easy fix with the potential of not visiting the dealer and spending loads of cash for them to diagnose it.

He said he "put new ground wire from motor to frame". That's a main ground, not just for the cruise control. It's for EVERYTHING! If that ground is bad then all Hell would break loose. There is NO ground just for the cruise control. The computer controls the cruise and if the ground to the computer was loose then the cruise would be the least of his problems. It's simple logic here.

I know this sounds crazy but I dropped my drive shaft and tighten the 2 3/4 inch nut that holds the yoke to the transmission where the VSS sensor reads the eciter ring in the back of my transmission. It was loose. My wiring was fine, VECM was fine, The issue drove me crazy! Then by accident noticed the dame eciter ring was loose! After tighten it up, it restored engine power, cruise control & my speedo stopped acting weird. Hope that helps

Simple logic not applicable for computer controlled devices.
A few additional ohms in grounding could set only one circuit of ten in border state because each circuit has it own length, number of corroded plugs or splicing.
Not saying about cruise control but good grounding is very important.
