I've had lived in Vegas for 8 years. My first winter I did alot of I90 and I94 because all the experienced drivers are dodging the snow and I just see "that's a good load." Learned I needed some more insulation quick. On the plus side I learned a lot that winter.

It's so bizarre how you actually feel your pants get cold before you do. Learned the hard way to conver my mouth, man that air hurts.

Try sites such as http://www.somalitranslator.com or contact state colleges. Some students could use this situation as a project or internship hours. DOT would likely provide translated materials on request, I believe they would actually be required to. You can reach out to live translator websites, it is essentially Skype for 10-15$ an hour but would get the job done.

They just have to be able to understand road signs and key law enforcement questions correct? I know quite a few drivers in DFW that can't speak more than 30 or 40 English words.

The same goes for terrorists too, it seems.
It baffles my mind as to why MN is a breeding ground for recruiting.

I live in Burnsville now (at the southern I-35 split), and it seems to be a very nice place.
It is clean and upscale, friendly people. All around a nice place to be.
My daughters have been coming here to spend some time with my sister during the summer.

Leann, my middle 14 year old, ventured out on her own when she was last here.
That was the only time, because for some reason she didn't feel comfortable doing so again.
She never said anything bad happened, just that she didn't feel right about it.
Keep in mind that she lives in Denver, CO, and in not the best place in town. Parker road at the south of Denver.
But she was more at ease in Denver than she was at my place. Yet my place, by all appearances, was a better place.

Is Minneapolis/ St. Paul the new Oklahoma of the current generation?

I don't think that is how it is worded in the regulations.
