Simply put, that retro reflective tape is required by the FMCSA. You covering it up is just like it not being there.

I'm not sure. Been reading the fmcsa website and can't find an interpretation for this rule.

Logic dictates that when you are hooked to a trailer the reflective tape, mud flaps and rear lights on the trailer are still covering the back of the vehicle. -
