That's not the norm for flatbed work, at least it wasn't when I did it.

Norge Building Supply in Paterson NJ springs to mind as a major time comsuming pain in the butt to deliver to.

Tarping does not take hours. Usually takes about 25-45 minutes for a steel tarped load, and 45 minutes to maybe 1.5 hrs for a typical lumber tarp load. And I get more tarp pay than 25 bucks. As fast as I can typically tarp, I usually can figure I'm making 25 to 30 bucks an hour while I'm tarping. As for load checks, yep, same 150/3hrs like has already been stated, but if you know what you are doing when you first secured the load, that usually involves just snugging you straps and looking for problems. It doesnt take too long. By the time a load check is due, I generally want a quick restroom break anyway. But notice I said "usually" and "typically" several times. Sometimes as load can be particularly difficult. Maybe it is odd shaped, or it is a little windy. Then it may take a little longer. Just power through and "git 'er done". I give props to car haulers. I consider it a niche in open deck hauling. Not just to have to secure up to 4 points on 10 cars, but to do more than half of that 8 feet off the ground. I wouldn't even want to drive them up on there. I also give a tip of the hat to those guys pulling the huge tarped oversized loads. 15+feet tall, 16+ feet wide, 30 feet long or more, and tarped the a pretty birthday present. Those are the hard tarp jobs.

I'm hoping, someday, to be paid "by the tooth". I would also accept "by the click".
