Is changing these 2 parts hard to do because freightliner dealership is charging $1600 plus tax for LABOR N PARTS

It's not hard to do but they use rebuilt parts, not new ones. If you want a warranty it's best they do it. You also need to plug in the computer and monitor the manual regen to see if it performs correctly.

I changed mine in about 3hrs, $375 for part, not hard at all. No computer hook up just started up did manual regen good to go, that was 45k miles ago.
Just be careful with the bolts, if last mechanic didn't use lube on bolts they could break trying to get out.
This is on '13 ISX, should be similar.

I just re-did mine in a parking lot. The stealer sold me a POS reman and it was leaking coolant in 10 hours. The worst part was getting the electrical plug locking clip slid to the unlocked position, because it's on the passenger side all the way in the back.

I don't see a doser block? the valve or fluid injector is one piece held on by 2 bolts with a metal gasket and fibre insulator. There are 2 coolant connections (VCO type connectors) with unions on each side and a fuel connection on top. I had to drain about 5 gallons before I could disconnect coolant connections.

1600 sound like a rip unless you can't do it yourself.

yes sir it was a pretty penny I wasn't in the shape to do it because I really didn't have the right tools to do so I got it towed to the dealership and paid that $1600 to keep moving
