Probably if you post the concern on your background one of us can give you an answer if you might be able to obtain a twic, but it's likely impossible for us to know if it's the same background check unless we worked in that department, you can commit murder and still get a twic, it depends on how long ago it happen.

and there are large numbers of suspected terrorists who are on the do not fly list who also have been able to get a TWIC card.

Felony? I don't think so PolishPrince.
TWIC has to do with sensitive installations around the USA. That card gives anyone who possess it access to things like being next to the ship dockside while having your container put on or taken away by crane. A terrorist can use that access to get into really bad things if he wanted to.
Enhanced drivers licenses is a alternative thought. It's not yet mandatory where I am in Arkansas but by 2020 it will definately be mandatory. It is a deep background check and installs a gold star on your drivers license showing you are good for many things. Possibly even Canada.
It will be good to look into if you are a resident of Pennsylvania for example you will need a pass port for domestic flights because that State does not participate in certain things with Uncle Sam and it will be treated as a foreign land inside these 48 states.
Someone correct me if anything here is wrong, for that I would also appreciate evidence as well. It helps everyone here.PolishPrince Thanks this. -
You can get a twic with a felony over 5 years old with certain exceptions. Terrorism related and some others. Possession does not disqualify.
What Crimes May Make a Person Ineligible for a TWIC Card?
Having certain criminal convictions on one’s record can make them ineligible for a TWIC card. For TWIC purposes, there are two categories of crimes: “Permanent Disqualifying Offenses”, which would permanently disqualify a person from applying; and “Interim Disqualifying Offenses”, in which the applicant can apply for a waiver for the crimes involved.
Permanent Disqualifying Offenses include:
- Espionage, sedition, or treason
- Conspiracy to commit espionage, sedition, or treason
- A “crime of terrorism” as defined by federal or state law, or conspiracy to commit a crime of terrorism
- Crimes involving a “transportation security incident”
- Improperly transporting hazardous materials
- Crimes involving explosives or explosive devices
- Murder
- Crimes involving threats or false information regarding the placement of an explosive in a public place or public transportation system
- Violations of the federal Racketeer Influenced and Corrupt Organizations Act
- Crimes involving the unlawful uses or transportation of firearms
- Crimes involving extortion, dishonesty, fraud, money laundering, and identity theft
- Bribery
- Smuggling
- Immigration-related offenses
- Crimes involving the distribution of controlled substances (or possession with the intent to distribute)
- Arson
- Kidnapping
- Certain violent crimes such as rape, aggravated sexual abuse, assault with the intent to kill, and robbery
- Fraudulent entry or access into a seaport
- Attempt or conspiracy to commit the crimes listed
Are Waivers or Appeals Available for Persons Convicted of a Crime?
Waivers are not available for Permanently Disqualifying Offenses involving espionage, sedition, treason, or terrorism. Waivers may be obtained for the remaining types of crimes, subject to review and approval.
Finally, in the event that an application is denied on criminal grounds, the applicant can usually file an appeal with the review board. Both waivers and appeals require a complex determination of the circumstances surrounding the applicant.

The dui is a misdemeanor and can be expunged. Maybe.
You're other offense might screw you from expungement.
Find out where your BCI is. (Background Criminal Investigation) And apply for expungement. Wait for the letter to come back to you to see what it says. If you can get the DUI off. It be worth your time to do it. Even if the other one is a frownie point anyways.
Misdemeanors can be expunged. Felonies can't.
In Utah. You fill out paper. Submit fingerprints. Pay $10. (maybe higher now). Get your background report. Wait 30 days. Receive letter. Take letter back to BCI. Get another letter. Take it to same court you were charged. Give it to clerk to have judge sign. Pay for 6 copies. $75 at the time i did mine. Court gets one copy. Jail gets a copy. Prosecuting Attorney gets a copy. Police get a copy. BCI gets a copy and the last one is yours. Wait 30 days for everyone to do their thing. Go back to BCI and apply for expungment. Get your background check. Charge should be gone. NO LAWYER NEEDED.
