"FORCED to exceed your Elogs!---"the Catch 22???"
I was talking with a buddy of mine who's been long time OTR reefer trucker.
So he tells me, we got a big problem; "You Can only drive 11 hrs a day. Max out at 14 hrs on duty. 3 hrs to fuel, walk arounds, loading and unloading, etc. 11 hours of drive time. You must be able to find a "safe zone" between that time to find a place to park for your 10 hrs to rest.
BEEP BEEP; "You are in violation of a Federal Law, you went over your 14hrs. You must pull over." (he claims he hears this all the time). When he does hear this, he has to stop and find a place to park PRONTO. Well yesterday, he was in N.Carolina, "got held up by a shipper for 5 hrs, drove for 1 hr and then couldn't find a place to park." HE was forced OVER his 14hrs to find a place to park. The company wanted him to sign a letter stated he violated the law and they weren't responsible....he said "NO, i will not sign it. I told you i was getting close to running outta hours when i was at the shipper for 5 hrs! I also told you there was no parking available at 2 truck stops and emailed you the pictures showing the full lots."
WHAT ARE YOU supposed to do??? (*Companies will give you 1 hr to find a place to park after your 11 hrs drive time are up---but what if all the truck stops are FULL???)
ANSWER: You have to pull over where you are at, or keep driving til you find a truck stop that isn't full.
- If you pull over and park immediately after your 11 hrs of driving, you risk getting a ticket (a big one).
- IF you keep driving you are violating your "elog Federal Driving Rule" (busted).
THERE it is....the Catch 22. ###### if you do, and ###### if you don't!
SERIOUSLY,...what are truckers gonna do when the lots are full, their elogs are maxed and there is "no place to park???"
THIS IS GONNA be a "Big Problem!" and Truckers, Shippers, and Receivers are gonna be PO about this big time. There simply are enough Parking areas to full-fill the demand for Parking when the elog rule goes into FULL EFFECT. ****Shipping costs are going to Rise and JIT shipping techniques are not gonna work.
What's the solution?

It's not like you're kept in the dark about your time situation and surprised at the last minute. Clocks and time comprehension ... it's not that hard.
60 seconds = 1 minute. 60 minutes = 1 hour. There are watches and clock radios that will keep you abreast of the time and it's up to you do know where you are on your HOS clock.
This may be hard for you to believe, but many tens of thousands of drivers have been working with eLogs and current HOS rules for many years now and they survive every day. I fought them, too. But you know what? I quickly adapted. Most can/will adapt to them unless they just refuse to, or they're that mentally challenged.

I don't really see the problem. Proper trip planning should include a plan for parking before you even start your day. And a backup plan, and a backup backup plan. Also, when delivering to an unfamiliar area, as you roll into town you should always scan the area near the customer, and make mental notes of possible places to park, just in case things go south and you get hosed at the customer.
I don't get these guys that wait until their last hour to even start looking for a parking spot. Then when they get burned they blame it on the customer or traffic or whatever. If that's how you are doing it, you are doing it wrong.Smut, Just passing by, #1don and 14 others Thank this. -

Stopped reading at "drove for an hour and THEN couldn't find a place to park."
I was running through Alabama down 59/20. Had 4 hours to go. Plenty of time to make the Queens City truck stop and get some food and rest. Hit that construction at Tuscaloosa and the worst time with an oversized load. It was Dark Thirty and me with an oversized. They had me routed down US 11. The TA was off route. Went by a Pilot, but what's the point? You know they're full. They were full before the sun went down and that was2 hours ago.
Found a spot to the south of Tuscaloosa about 15 minutes down. Pulled in, got a beer and canned goods and called it a night. It's not what I wanted, but some times, even us supertruckers have things that go wrong.
5 hours at a shipper? I agree with @slim shady. Or perhaps @dngrous_dime can teach your buddy how to do a split log...rather easy to do with elogs if you went sleeper berth for 8 hours.
