And herein lies the very thing that will tank productivity.
Used to be if the type of shipper you describe was near a place where one could take a 10, you'd load and then go park. Now, one will have to take the break BEFORE loading, basically tanking at least one full day's worth of driving.
With the hit to revenue that having to regular make such decisions is going to create, how can anyone work or even live like this? Nobody will want to do this job.
I'm leaning towards a theory postulated by an earlier poster that this may mean going back to a pre-deregulation modus operandi, because on top of all this we have the parking issue. Sleeper trucks will HAVE to be ran as teams at least for reefer and van freight, while local drivers paid hourly and can afford to sit for an eternity handle the P&D's.

I never agree with all the laws, I just realize there are going to have to be changes and adaptations to have to work with them. Maybe customers will start to realize that trucks don't necessarily run on their schedule and need more time to actually do their job. -
