The reason why they are marked low is because back in the day people would hit the bridge and sue the city and it cost the city money. So they put the signs saying lower than actual height and therefore if you hit it you were too tall as per the sign. The result is the cluster we have today. All it would take to fix the problem are height detection sensors and plenty of flashing lights if you are too tall and will hit the bridge.
I don't think there is any one rule as to what it is measured as. I have heard 1' higher, measured from center of hub (22" or 24"? Lo pro or tall rubber?) And heard "snow pack" however much that means. Also heard measured at lowest point. Take your pick. To make it even more fun a lot of the local trucks running around there are 13'0 or 12'6 or less which at highway speed is not easy to tell they are shorter than you. You earn your money when you go to that place. Once you get to know your way around, it really isn't that bad. I avoid it because I make good money elsewhere and can avoid the headache.

I hate New York, I don't know the height of any bridge because they won't mark it the actual height.
Posting the actual height works everywhere else, why not do it there ?
Does it not snow and accumulate on the road anywhere else? -

Anyone know if you can cross the Manhattan bridge from Manhattan side with a 13'6" trailer.
