Yup. Could very well be a boost leak but being that it's sporatic leads me to believe it's a sensor or wiring issue.

I have the same problem,ddec 4 and no power hard to keep speed up even with an empty trailer, hauled with a guy with an old ddec 2 no mods or tunes to ecm and he flew by me uphill and with a headwind and was gone like I was standing still, stupid thing is truck runs great never skips a beat just dead on the pedal, drives me insane

Based on your boost it's probably a 470 or 500. It should pull pretty decent. If they put the old DDEC 3 ecm on that DDEC 4 engine when they swapped it, that could effect the way it runs but usually when you have the boost, you have the horsepower. Are you running it low in the RPMs? How heavy are you hauling?
