@MACK E-6 post the link to the regulation.
You don't need a tanker. You just need the endorsement. Over 1,000 gallons.
I've hauled totes on flat. My first load was when i first heard about the new rule. 5 years after it came out. Now i know why i was the only one that hauled them totes. I was the only driver with the tank endorsement. -

On that regulation it says 119 gallons AND aggregated capacity of 1000 gallons.....

I would think you have it covered from the responses here, and yes the idea that you are now a tanker on a flatbed because of the amount of liquid moving around is a valid one.
I myself would prefer never to have to do something like that, too many things that can go wrong with such a load and Ive done a few in my time.Lepton1 Thanks this.
