I think pre-hire letter is actually A VERY GOOD REQUIREMENT, and here's why:
While some issue may not affect you, just imagine how many unscrupulous schools are taking $$ from students that have no clue that a bad record/mvr means no job for you?
- Ensures that you dont have any negative aspects in your background that would prevent you from getting a job
- Ensures your DMV MVR is acceptable enough to a company.
Also, if the school is getting funds via WIA/State, they may need to show a "due diligence" to protect reputation, and also ensure high placement rate for their grads.
Regardless of the source of funds, they are actually doing you a favor - YOU JUST DONT REALIZE IT YET...
If you cant land a job after graduation, it affects them in the long run, so yes, they should require a pre-hire letter. It's just good business practice, if you ask me.

I wouldn't waste my time with a school that required a pre-hire letter. F them. I got my class 1 with zero intentions of driving professionally. Just wanted it in my back pocket as a backup plan or in case I ever decided to go wrench on trucks again.
