Regardless of what his ELD chooses to categorize his duty status as, the fact remains that he's driving a CMV and therefore technically...driving. Even using the tractor for jockeying purposes he's still driving. ELD records all ECM data like mileage, RPM and MPH.

It allows for the "yard move" to leave you in line 4 instead of line 3 if you stay under 5 MPH for ELD devices, and higher than that, if the Admin sets it so, for AOBRD devices. Yes it is still driving, but they are allowing for yard movements at least NOT to break into your 11-hour clock since it will remain in line 4 if you do it right. Since ALL movement of the CMV must be "accounted for" they found a way to help a tiny bit on your 11-hour clock since it is legally logged as NOT driving, just working.gophergirl and JimmyWells Thank this. -

I think the point your missing is that people on ELDs want to move the truck to the loading/unloading area and stay in line 2. That's how they currently cheat on ELDs and will continue to do so until driver cameras are in place so they can see if driver is in sleeper or not.JimmyWells Thanks this. -

I do also perfectly understand that drivers "want to move the truck to the loading/unloading area and stay in line 2." The ELD will detect those short movements and will either start the 14-hour clock (if logged in) or it will flag it as an unassigned movement (if driver is not logged in.) This is an HOS rules problem that is basically the most undocumented on paper logs of all of the HOS rules.
