Can I buy and activate an aobrd?

Whoever at OOIDA told you that is mistaken. There are more AOBRD's available right now than you can shake a stick at. The sticky thing is that you have one month to get it installed and in usage so that you are grandfathered 2 more years. Cuz after Dec 17th, they are not allowed to sell them as AOBRD any more.
