If it were me Grumpy I wouldn't just "set it and forget it", if it's still stiff.
Soak down those rails with dishwash solution or WD and slide that sucker back & forth till it slides free.
You'll thank me the next time ya have to slide it. ;) If not you, no sense leavin it that way for the next fella.

2 chains hooked to the rails,

then wrapped around the inside tires.

    The old fashion way..........

It may have already been posted but it seems to me as if something is bent (rail,or whatever) or broken and not allowing the slide to take place.you've tried it all to get it to but to no avail.perhaps if not broken,it will eventually break loose.maybe you'll drop it before you have to worry about it again.

I spray the rails, & pins on every trailer before I even try to slide the axles, loaded or not. WD-40 can & WILL...save the world. Silicone can't be aimed down the rail. I also have some NAPA chain lube that is gooey/sticky. I'll use it with the WD-40 nozzle this summer. Too cold for the thick stuff now.

WD-40 is not a lube. Its a penatrant and will lube while wet I guess but once dry its worthless

Axle grease on a rag. Rub it on the rails like you're staining wood. A little goes a long way. The rag will keep you from cutting your fingers on sharp edges and chips.

I pull flatbeds and have to open and spread my axles fairly often. Different equipment, but same concept. If your equipment is not damaged or broken there's typically a couple issues going on.

1.Often times locking the handle out will not fully disengage the dogs. Those are so thick that even the slightest engagement will thwart your best efforts.

Solution-Grab a Bungee cord once you've locked the handle out and hook several bungee's stretched as far as possible to keep constant pressure on that handle.

2.Track is stubborn due to rust, ice etc...
Everyone pretty much already mentioned this, but set a 4x4 in front of your tires or behind them depending on which way your moving and try letting that clutch out a little quicker than normal to get things moving. That said don't go ramming full speed back and forth all day damaging equipment and looking like a jackwagon. If it doesn't slide after hitting the 4x4 and you used the bungee trick i'd say it's time to go in the shop.

I’m having a similar issues. I have a trailer where tandems won’t slide. Issue for me is I can’t rock back and forth because the trailer tires actually rotate with the truck (the trailer air supply is pulled out.) Anyone have this problem and if so what was the solution?

Always carry 2 decent wheel chocks for this purpose.
Sometimes they need to be on a certain set of tires to work. My old trailer it was right rear put em both there and she'd go. Other tires and sometimes she refused.
