Hello, this is just an FYI after much research and legwork...
If you wish to attend CDL school outside your home state for whatever reason, there is a newer-ish (2015) provision that allows you to do so.
First you must obtain your Commercial Learners Permit in your home state. Then, while your home state CLP is still valid, you may attend an out of state CDL school (or even just take CDL skills test out of state). Your skills tests pass results from the out of state testing agency are transmitted via the AAMVA CSTIMS portal to your home state's DMV who then issue you a CDL in your home state.
I verified this with two separate out of state trucking schools, and an official at the California Commercial License DMV in Ventura. The supervisor at Ventura DMV said she is issuing about one CDL A a month for person who passed skills test at out of state CDL school, and it is an increasing phenomenon.
Not all trucking schools are aware of this however even when pressed. Unless the out of state trucking school knows about this, probably best to work with one that does.

Absolutely correct.
The school, actually, shouldn’t care. Where you are likely to get jammed up is when the state you test in, or your home state, refuses to comply with 383.79, and tells you to fly a kite.

from the California Commercial Drivers Handbook 2017-2018 , page 1-10:
"Out-of-State CDL Skills Test Result
If you have a California CLP and have completed
your CDL training and CDL skills tests (vehicle
inspection, basic control skills, and road test) in
another state, the results will be sent electronically
from the state you were tested in to the California
DMV. You will need to go to a DMV CDL office
(see page 1-5) to finalize your CDL application.
Failure to return to a DMV CDL office may result
in your application..."
The only question that remains is whether or not you can actually drive a CMV vehicle (with cdl holder present of course) out of state in the course of training or testing with an out of state license and an out of state commercial learners permit?Another Canadian driver Thanks this. -

You are correct, regarding the wording.
However, unless you get folks from the FMCSA involved, things don’t go smoothly.
Basically, there is some question (on the state’s end) as to whether it is ‘binding’ if the state hasn’t ‘chosen’ to adopt the federal regulation.Another Canadian driver Thanks this. -

Unsure if you are disagreeing with what I’ve said, or simply adding to it.
The situation here, was that the State absolutely refused to accept test results from out of state. They refused to accept that anything in the federal regulation applied to their jurisdiction in this matter.
Eventually, after a long time (years), it culminated in a meeting with the state, and some folks from FMCSA.Another Canadian driver Thanks this. -

Thanks for all the information provided it was very useful for me. One thing confusing me a bit is that I passed permit test at MN DMV and got my (paper) temporary commercial permit and now I want to travel to MO to get my cdl skill test done. Do you think other states allow out of staters take their skill tests with paper CLP ?
