The best CB radio I have ever run was the one in the photo. Yes it was 23 channels. You can't buy these retail anymore.

I can't remember when the FCC opened up channels between 24 and 40. I think it was in the very late 70s. I also think the FCC limited the output wattage allowed some to. My father had his converted over to 40 channel and run it till he retired in 92. I used it for about 10 years after that. It no longer works but I still own it. After it went out on me I switched to an old cheap radio because by then I had pretty much stopped running a CB.

My father used this radio as his (4 wheeler) radio and his backup. It was a 23 channel radio and some truckers swore by them.
