It's because individuals under a specific age group have proven time and time again that they don't have the skills to operate a car correctly without doing something ignorant and stupid let alone in a 80,000 lbs truck where car drivers tend to ignore them.

I'm 20 I got quoted 35000 a year from progressive pulling a flatbed local at age 19. It hasn't gotten any cheaper since I turned 20. They told me 23 then it will be cheaper.
