Negative. He's maintaining his lane. You're passing, it's 100% on you. The person changing lanes must yield to people in the lane that you're trying to get into. In fact you can get a ticket for impeding traffic. It would be courteous for the driver to slow down to let you by but he doesn't have to. Just get behind him and set your cruise at 63 and relax.

Just last night, I was driving home in my car. On a two lane highway in Nebraska. A truck attempted to pass me. Had his steam up. But coming up on a hill. He slowed some. All of a sudden he hits the binders and shuts it down. Gets behind me. I couldn't see in my car, another vehicle coming the other way. The truck just couldn't get ahead of me quick enough.
I do think I was best off just holding my speed. I was on cruise control. Not adding any confusion. I'm afraid if I did. I might have actually caused an accident.

Today I was headed south in NV on US 93. The truck in front of me was going 61, but I never had room to get around.
Then a passing lane comes up and I start to go around.
That truck gains a little speed, but I am still going faster as we start to run out of room. I am ahead by about half a length and keep going, since it was his lane that was ending and up to him to merge.
I got a long air horn from him.

Funny thing is, he kept pace with me at 65 for about a mile on level ground, then started falling back again.

Why sound the horn if he is going slower (by choice) and I am trying to get around him?
And why speed up in the process of my pass?

    Lepton1 and Brickwall Thank this.

I always let off a little to help someone get past. Number one, I don't want another truck next to me for long periods of time. That goes double for FedWrex and UPS wiggle wagons. But hardly anybody ever returns the favor. It's especially annoying in parts of the country where the hills aren't quite long enough to get past someone when you're lighter and catching up to them on every single hill. To me it's simple courtesy. I don't want to be stuck behind someone and I don't think they should be stuck behind me.

Probably just didn't like the name on your trailer. Some soupa twuckas can't be passed by no #*¥√'n (insert name here) driver.
